A modern and high-performance science and innovation system is an important basis for strengthening Ukraine economically, making it more resilient and supporting it in overcoming the consequences of war. German-Ukrainian cooperation is intended to help maintain and expand the connectivity of Ukrainian science to European and international knowledge flows, strengthen local science potential and thus create a basis for reconstruction.

In recent years, Germany and Ukraine have continuously developed and expanded their cooperation in the areas of research and development. The Russian war of aggression against Ukraine, which violates international law, has had a devastating impact on all areas of life for the Ukrainian population. This also affects the work of scientists on the ground. Germany stands in full solidarity with the Ukrainians. Thus, the Federal Ministry of Education and Research (BMBF) is committed to continuing and further strengthening the successful bilateral German-Ukrainian cooperation in R&D. It is important to support the country in stabilising its science system. The granting of EU candidate status to Ukraine and the country’s association to the Horizon Europe research framework programme also open up new perspectives for intensifying German-Ukrainian research cooperation.
